台北市內湖區發生4歲女童遭隨機殺害案件，引起群情激憤，台北市長柯文哲今天(29日)上午親自出面說明，表示北市府必須重新思考社區的防衛系統與安全系統。他並指出，社會防衛網只靠公家單位不會成功，必須用愛與關懷，讓有毒癮或人格違常的人不會成為社會的危害。
內湖4歲女童遭殺害案震驚台灣社會，使得台北市的治安再度受到質疑，父母親更如同驚弓之鳥。
台北市長柯文哲29日上午針對此案親自發表看法，他表示，在去年發生北投國小學童遭隨機殺害案後，北市府就加強校園的安全，這次嫌犯曾試圖侵入校園，被成功擋下，但他還是在校園外行兇，而且這名兇嫌並未在北市府的監視名單中，所以必須重新思考社區的防衛系統及安全系統。
柯文哲表示，愛的相反詞不是恨，而是冷漠，社會的防衛網只靠政府不會成功，他希望結合各局處成立一個公民網，讓每個人能關心身邊的人；對於具高風險的人，則用愛與關懷，甚至宗教來關心他們，讓他們不會成為社會的危害。柯文哲：『(原音)這種所謂隨機殺人，這都是比較...大概我們還完整的調查這個人到底是怎麼回事，不過很清楚大部分這種人不是毒癮、藥癮、酒癮，就是人格違常，這些人重點是如何社會以愛和關懷，讓這些人不會成為社會的危害，而不是等這些人殺人再來處罰，我想這不是好方法。』
對於此案再掀起廢死與反廢死的論戰，柯文哲指出，殺人者死是傳統文化，但他身為科學家，研究過全世界的數據，顯示死刑沒有減少重大犯罪。他認為不應該等罪犯殺了人再處罰他，而是思考怎麼防止他們殺人，否則人都殺了，嚴刑峻法又有什麼用？
對於家長在發生此案後不敢讓孩子自己上下學，柯文哲則表示，建構一個安全的環境是政府的責任，但他認為不要因噎廢食，該怎麼做就怎麼做。
